Introduction                                                                                       

The state of California has the sixth largest economy in the world with a yearly gross state product of $1.3 trillion.  As a leader in the recent economic boom, California created 417,000 new jobs last year.

The state’s population currently stands at thirty-four million people 12.5% of the total population of the United Statesand California’s population is projected to grow to forty million by the year 2010.

A victim of its own abundant success, California moves into the 21st century actively searching for solutions to these challenges:  overpopulation in urban areas and associated price inflation for housing and overcrowding in our schools; an energy crisis; an inadequate water supply; destruction of open areas; and depletion of our natural resources.
